The Regular Meeting of Menard City Council was called to order by Mayor Barbara Hooten at

5:30 P.M., September 13, 2021, with the following member present: Mayor: Barbara Hooten, Councilwoman: Collyn Gainer, Councilwoman: Genevieve K. Hough, Councilman: Dean Mayhew, Councilman: Tyler Wagner, Councilman: Bob Brown, City Administrator: Don R. Kerns, City Secretary: Dorcy M. Swindall

Visitors are as followed: Kayla Wagner, and Cherry Swindall

Called to Order. 5:30 P.M.

The Pledge of Allegiance, Texas Pledge and Invocation was given by Mayor Hooten.

Public Hearing on FY 2021-2022 Budget – Called to order at 5:32 P.M.

Public Hearing on Ad Valorum Tax Rate – Called to order at 5:32 P.M.

Approval of Minutes: After further discussion a motion was made by Councilwoman Hough to approve minutes for the regular meeting on August 9th, 2021 and Special Meeting Held on August 3rd, 2021 second by Councilman Mayhew. Motion carried unanimously. 5-0

Citizen Comments: None

Accounts Payable and Financial reports: After further discussion a motion was made by Councilman Wagner to approve all bills with the exception of Wagner Auto, a second made by Councilman Brown. Motion carried unanimously. 5-0

A motion by Councilwoman Hough and a second by Councilwoman Gainer to pay Wagner Auto. Motion carried 4-0, with Councilman Wagner abstaining.

Public Hearing on FY 2021-2022 Budget – Closed at 5:50 P.M.

Public Hearing on Ad Valorum Tax Rate – Closed at 5:50 P.M. Amend MIDC FY 2020-

Amend MIDC FY 2020-2021 Budget – Cherry Swindall presented the facts about the budget and was motioned by Councilman Brown and second by Councilman Wagner motion carried 4-0, with Councilwoman Hough abstaining.

Approve MIDC FY 2021-2022 Budget – After discussion a motion by Councilwoman Gainer to approve the MIDC FY 2021-2022 Budget, Second by Councilman Brown. Motion carried unanimously 4-0, with Councilwoman Hough abstaining.

Amend FY 2020-2021 Budget – After discussion a motion by Councilwoman Hough to Amend the FY 2020-2021 Budget, Second by Councilman Mayhew. Motion carried unanimously. 5-0

Approve FY 2021-2022 Budget – After discussion a motion by Councilwoman Gainer to approve the FY 2021-2022 Budget, second by Councilman Wagner. Motion carried unanimously. 5-0

Adopt ordinance setting Tax Rate – A motion was made by Councilman Brown, “I move that the property tax rate be increased by the adoption of a tax rate of $0.53000, which is effectively a 2.77% increase in the tax rate.” Second by Councilwoman Hough. Motion carried unanimously. 5-0

City Administrator’s Report – Mr. Kerns reported to the Council that we have been out fixing water leaks almost every day. We have also had some issues at the water plant and are working on getting the software as well as hardware at the plant, either replaced or repaired. We are in the process of getting bids on the new software/hardware. And will have more information for the Council at the next meeting. Mr. Kerns also informed the Council of 2 upcoming TCEQ inspections. One is that TCEQ will inspect Jeff Whitson’s truck to make sure He has all the correct information on his truck. The second is to check our TCEQ reports as well as take samples and make sure our records match up to the ones they have on file. Mr. Kerns also wanted to make sure the City knows that we are still working on the potholes, we are aware there is still much to do and are awaiting more material. We should be getting it this week or next and will continue on with repairing potholes. Please be patient as we are doing the best we can right now with what we have. Mr. Kerns is also asking that customers coming into City Hall please wear a mask due to the uptick in COVID-19 cases here in Menard. It is not a mandate, as we are not allowed to legally do that.

Mayor Hooten called for the next Council meeting be on October 12th, 2021 at 12:00 P.M. Council agrees.
