STATE OF TEXAS: KNOW ALL MEN BY THESE PRESENTS: The Regular Meeting of Menard City Council was called to order by Mayor Barbara Hooten at 5:34 P.M. on October 17, 2022; with the following members present: Mayor: Barbara Hooten, Councilwoman: Collyn Wright, Councilwoman: Genevieve K. Hough, Councilman: Dean Mayhew, City Administrator: Don R. Kerns, Called to Order: 5:34 P.M.
Absent for Council included: Councilman Wagner, Councilman Brown, and City Secretary Dorcy M. Swindall.
Guest Included: Tracy Dishon (CVCAA), Mike Burnett (CVCAA), and Donna Nasworthy.
The Pledge of Allegiance, Texas Pledge and Invocation were given by Mayor Hooten.
Approval of Minutes: A few moments later a motion was made by Councilwoman Wright to approve the minutes for the regular meeting on September 12, 2022, second by Councilwoman Hough. Motion carried unanimously. 3-0 Citizen Comment: Tracy Dishon, and Mike Burnett of the Concho Valley Community Action Agency, gave a presentation on a Low Income Water program they offer and the Council asked questions and discussed the program. A few minutes later the Council decided not to move forward with the program.
Account Payable and Financial Reports: After further discussion a motion was made by Councilwoman Wright to approve all the bills, second by Councilwoman Hough. Motion carried unanimously. 3-0 Emergency Management Report: The report stated that Mr. Whitson will be filling the ARPA report by October 31st, 2022 as scheduled.
City Administrator’s Report: Mr. Kerns reported to the Council that we have had a few water leaks, however, nothing serious and all being fixed with no problems. He also told the Council that Christmas Lights are in the process of going up. We are having to add a few outlets to the park so we won’t have any issues in the future. Mr. Kerns also reported that he had met some vendors at the TML Conference earlier this month that may be helpful in the future. He also reminded the Council that the second City Wide Clean-up will be this Saturday October 29th, 2022.
