Regular Meeting, Monday, September 7, 2021 at 10:00 a.m.
BE IT REMEMBERED THERE WAS BEGUN AND HOLDEN A REGULAR MEETING of the Menard County Commissioners Court with all Commissioners present, and the following minutes were had, to-wit:
I. Judge Corbin called the meeting to order. Pledge of Allegiance followed.
II. No Public Comments.
III. Harold Gerber gave Road & Bridge update.
IV. Jeff Whitson, Emergency Management Coordinator gave a monthly report: 1. Attended County Commissioners Court with Monthly Report. 2. Attended City Council Meeting with Monthly Report. 3. County-Documented and Finalized FEMA Disaster Cat B 4586 DR-TX. 4. City - Completed SLFRF Documentation. 5. County- Worked on Radio Programing for New Kimble Frequency with TX Comm. 6. County/ City- Worked on EMPG Information. 7. County- Completed SLFRF Documentation for County. 8. Assisted EMS with Trash Truck Fall Victim. 9. County - Met with Treasurer ref SLFRF and DR 4586 – Tx. 10. County- CLFRF completed CLFRF application for Rescue America Money. 11. County - Met with Hospital District and Presentation on Budgetary Request. 12. County-Attend POA for Cave Wells Subdivision with Fire Chief and Sheriff. 13. County/City - Completed Monthly Reports.
V. Motion was made by Commissioner Keith and seconded by Commissioner Davis for Emergency Management Coordinator - Jeff Whitson to get his EMC Sewer Inspection Certification. Motion Carried.
VI. No Action Taken on Orders to Pay.
VII. Motion was made by Commissioner Keith and seconded by Commissioner Burch to approve Treasurer's Financial Report and Accounts Payable in the following amounts: September 13-20 2021: General Fund: $54,770.01; America Relief Fund: $2,076.40; Veterans: $470.00; Road & Bridge Fund: $9,829.91; Combined Smaller Fund Exp.: $1,647.35. Total: $68,793.67. Motion Carried.
VIII. Motion was made by Commissioner Cunningham and seconded by Commissioner Burch to the Budget Amendments. Motion Carried.
IX. Motion was made by Commissioner Burch and seconded by Commissioner Cunningham to accept fee reports for the month of September by the Clerk, JP, Menard County Community Center and County Extension Agent. Motion Carried.
X. Motion was made by Commissioner Cunningham and seconded by Commissioner Burch to approve the Employee Benefit Open Enrollment Plan. Motion Carried.
XI. Kramer Consulting gave a Purchasing Presentation to the Court. Motion was made by Commissioner Burch and seconded by Commissioner Davis to accept the contract. Motion Carried.
XII. Motion was made by Commissioner Burch and seconded by Commissioner Davis to approve Mary Lisa Stultz to attend the Key Personnel-Victim Assistance Coordinator Conference, November 10-12, 2021 in Kerrville, TX. Motion Carried.
XIII. Motion was made by Commissioner Burch and seconded by Commissioner Cunningham to approve the Library Contract. Motion Carried.
XIV. Motion was made by Commissioner Keith and seconded by Commissioner Burch to approve the NetData Contract for Justice of Peace Software. Motion Carried.
XV. Motion was made by Commissioner Keith and seconded by Commissioner Burch to approve the Golf Cart Lease. Motion Carried.
XVI. Motion was made by Commissioner Burch and seconded by Commissioner Keith to approve the Juvenile Probation Board Contract. Motion Carried.
XVII. Motion was made by Commissioner Cunningham and seconded by Commissioner Burch to accept proposed donations. Motion Carried.
XVIII. No Action taken on the Body Camera System.
XIX. Commissioners Court went into Executive Session. XX. NO FURTHER BUSI- NESS WAS CONDUCTED.
