1. President Janis Cordes called meeting to order at 6:06 P.M. Other board members present were Jo Nell Wilkinson and Melanye Wilkinson. Board member absent was Sheridan Duncan. Other individuals present were Randy Corbin, Menard Manor Administrator Bobbi Heyman Compton, Menard Manor Director of Finance Roxanne Gomez, Menard Manor Director of Food & Nutrition Services Rachel Montes, Eden EMS employee Dan Hitt, City Manager Don Kerns, Menard Head Start Director Bertha Deanda, and Randy Corbin.
2. Prayer was said by Janis Cordes.
3. Jo Nell Wilkinson moved to approve the agenda for November 28, 2022. Melanye Wilkinson seconded the motion. Motion passed unanimously.
4. Janis Cordes moved to approve the October 24, 2022 regular board meeting minutes. Melanye Wilkinson seconded the motion. Motion passed unanimously.
5. No visitors 6. Janis Cordes made a motion to appoint George R. ‘Randy’ Corbin to fill board place vacated by Shari Kniffen for remainder of term. Jo Nell Wilkinson seconded the motion. Motion passed unanimously.
7. Randy Corbin took oath of office, administered by Notary Public Bobbi Heyman Compton.
8. EMS report was given by Dan Hitt. Motion was made by Jo Nell Wilkinson to accept the report. Melanye Wilkinson seconded the motion. Motion passed unanimously.
9. Menard Head Start Director Bertha Deanda requested permission from the board to replace carpet, flooring, and kitchen cabinets in the Menard Head Start, to be paid for by the Concho Valley Council of Governments. Janis Cordes made a motion to approve this request. Melanye Wilkinson seconded the motion. Motion passed unanimously.
10. There was discussion about multiple pieces of land in and around Menard that Janis Cordes and Jo Nell Wilkinson looked at or inquired about for the potential purchase on which to build a new nursing home. Menard City Manager Don Kerns discussed with the board the logistics and estimated costs of new, larger diameter water that would support a fire hydrant and fully sprinklered nursing facility, new sewer lines, tie-in points, and process to annex properties currently outside the city limits, and also suggested other properties they could inquire about. There was discussion about feasibility of new construction on current Menard Manor building property. Bobbi Heyman Compton gave input on variety of challenges with old building and ways in which it does not fully meet the needs of a nursing facility.
11. Frontera Clinic report was given by Janis Cordes, as provided by Frontera Healthcare Informatics and Operations Specialist Misty Jacinto, LVN. Janis Cordes motioned to approve the report. Jo Nell Wilkinson seconded the motion. Motion passed unanimously.
12. Bobbi Heyman Compton requested permission to stop renting out room 102A in the independent living wing of the Menard Manor building and use it for needed storage. Janis Cordes made a motion to do this and not to increase the monthly rent at this time for tenant in room 102B, but next time it is vacated to increase rent to reflect changed status of room from shared bathroom to private bathroom. Melanye Wilkinson seconded the motion. Motion passed unanimously.
13. Roxanne Gomez reported on Menard Manor profit & loss budget performance for October 2021 through September 2022. Menard Manor Administrator reported on the following: nursing facility and independent living wing censuses; update on ongoing staffing, training, and complaints about quality of food in dietary department with input given by Rachel Montes; and self-report by facility to state regulatory agency related to allegation of resident-toresident sexual abuse. Jo Nell Wilkinson made a motion to accept the Menard Manor financial and administrator reports. Randy Corbin seconded the motion. Motion passed unanimously.
14. MCHD summary of bills and district financial summary for September 1 through November 30, 2022 was provided by Roxanne Gomez. No committee reports. Motion made by Melanye Wilkinson to accept the report and approve payment of bills. Janis Cordes seconded the motion. Motion passed unanimously.
Next regular board meeting will be Tuesday December 27, 2022 at 6:00 P.M.
