The City of Menard’s annual Citywide Cleanup was originally scheduled for June 5-7, when along came several inches of very welcomed rainfall. Per Texas Commission on Environmental Quality (TCEQ) requirements, the city’s landfill must remain closed when any amount of standing water accumulates in the facility’s earthen pit, called “ponding.”
