The Regular Meeting of Menard City Council was called to order by Mayor Barbara Hooten at 12:05 P.M., June 13th, 2022 with the following member present:
Mayor: Barbara Hooten, Councilman: Tyler Wagner, Councilman: Robert Brown, Councilman: Dean Mayhew, Councilwoman Collyn Gainer, Councilwoman: Genevieve Hough, City Administrator: Donald R. Kerns, City Secretary: Dorcy M. Swindall, Called to order at 12:05 P.M. Councilman Wagner attended later in the meeting. Guest Include: Alice Hernandez
Pledge of Allegiance and Texas Pledge were led by Mayor Hooten, and the Invocation was given by Councilman Brown.
Approval of Minutes: After further discussion a motion was made by Councilwoman Gainer to approve the minutes for the May 9th, 2022 Meeting, a second by Councilman Mayhew. Motion carried unanimously. 4-0
Accounts Payable and Financial reports: Moments later a motion was made by Councilman Brown to approve and pay all bills, except Menard News, a second by Councilwoman Gainer. Motion carried unanimously. 4-0
Councilwoman Hough made a motion to pay Menard News, a second by Councilman Brown. Motion carried unanimous. 3-0 with Councilwoman Gainer Abstaining.
Councilman Wagner Joined the Meeting.
Discuss Installing Water Line West of Town on FM 2092: Alice Hernandez was present for the discussion about the water line to the Hernandez Resident. The Council discussed possibilities with the situation and she stated concerns, as well as finding out what else she can do on her part to expedite the process. The Council will visit the discussion at a later time after more information is collected.
Approve Ordinance 061322A Taxation on Telecommunications: After discussion about Ordinance 061322A, a Motion was made to pass the Ordinance by Councilwoman Hough, a second made by Councilwoman Gainer. Motion carried unanimous. 5-0
Approve Ordinance 061322B Junk Vehicles: Council went over the Ordinance and a motion was made by Councilman Wagner, with a second by Councilwoman Hough to pass Ordinance 061322B. Motion carried unanimous. 5-0
Emergency Management Report: Jeff Whitson spoke on behalf of the Menard County Office of Emergency Management and gave us a review of their monthly report.
City Administrator’s Report: Mr. Kerns discussed the City Wide clean up and that 7 dumpsters were filled up by 10:30 A.M on Friday. By 3:00 P.M we were completely full and had to close. However, the Brush Pit was a success on Friday and Saturday. He spoke about different was to make the clean up more successful for Our Community. Mr. Kerns reported a few water Leaks and they have been getting fixed. The Swimming Pool is doing great, Laressa Brown and her crew of Lifeguard are a success this year! Great Job Guys!
Richard Garcia Jr. was hired on Monday June 13th, 2022 for the Parks Department to replace Dudley Ray Tipton, whom took a job with MISD. We wish him all the best!
We will have an Electronics Cleanup is on July 23rd, 2022.
The next Regular Council Meeting will be held on July 11th, 2022 at 12:00 P.M
