Menard County Hospital District meeting minutes from regular meeting June 27

The usual location of the board meeting was changed from the conference area of the Menard Manor building to the First Baptist Church fellowship hall due to long-term care regulatory agency-mandated restricted visitation in long-term care facilities due to COVID-19 pandemic concerns and as a measure to help keep nursing home residents safe and decrease the risk of spread of illness in the facility to the vulnerable population.

1. President Janis Cordes called meeting to order at 6:00 P.M. Other board members present were Jo Nell Wilkinson and Melanye Wilkinson. Board members absent were Sheridan Duncan and Shari Kniffen. Other individuals present were Menard Manor Administrator Bobbi Heyman Compton, Menard Manor Director of Finance Roxanne Gomez, Eden EMS employee Dan Hitt, and Insurance Agent Bobby Zesch.

2. Prayer was said by Janis Cordes.

3. Jo Nell Wilkinson moved to approve the agenda for June 27, 2022. Melanye Wilkinson seconded the motion. Motion passed unanimously.

4. Melanye Wilkinson moved to approve the May 23, 2022 board meeting minutes. Janis Cordes seconded the motion. Motion passed unanimously.

5. No visitors

6. EMS report was given by Dan Hitt. Motion was made by Jo Nell Wilkinson to accept the report. Melanye Wilkinson seconded the motion. Motion passed unanimously.

7. Melanye Wilkinson made a motion to switch to health insurance plan 1400 NG for plan year 2022-2023, and to continue to have employees pay 12% of the monthly rate with Menard Manor paying 88%, and to continue to charge employees who are smokers an extra 5%. Janis Cordes seconded the motion. Motion passed unanimously.

8. Long-term care consultant Loree Tamayo presented information to the board by speaker phone about types of consulting services available, process of planning for building a new nursing home, and potential financial sources for funding a building project. Janis Cordes made a motion to hire Loree Tamayo to conduct a feasibility study. Melanye Wilkinson seconded the motion. Motion passed unanimously.

9. Frontera Clinic report was given by Janis Cordes, as provided by Frontera Healthcare Informatics and Operations Specialist Misty Jacinto, LVN. Janis Cordes motioned to approve the report. Melanye Wilkinson seconded the motion. Motion passed unanimously.

10. There was discussion about the idea of beginning planning for the potential building of a new nursing home.

11. Roxanne Gomez reported on Menard Manor profit & loss budget vs. actual (preliminary) for October 2021 through April 2022. Menard Manor Administrator reported on the following: nursing facility and independent living wing censuses; resolution of COVID-19 outbreak at Menard Manor; repair status of middle air conditioning unit on nursing home wing of building that experienced the freon leak; supervisor and cook position employee turnover in dietary department and complaints about quality of food; and annual health survey currently in progress. Jo Nell Wilkinson made a motion to accept the Menard Manor financial and administrator reports. Melanye Wilkinson seconded the motion. Motion passed unanimously.

12. MCHD summary of bills and district financial summary for May 2022 was provided by Roxanne Gomez. There were no committee reports. Motion made by Janis Cordes to accept the reports and approve payment of bills. Melanye Wilkinson seconded the motion. Motion passed unanimously.

Next regular board meeting will be July 25, 2022 at 6:00 P.M.
