ADVERTISEMENT AND INVITATION FOR BIDS

City of Menard (hereinafter called the OWNER) will receive Bids for PROPOSED SAN SABA RIVER WATER LINE CROSSING, TCDBGP CONTRACT No. 7220299, until THURSDAY, DECEMBER 1, 2022 at 2:00 PM Local Time in person at City Of Menard City Hall, 108 E. San Saba Ave, Menard, TX 76859, or by mail to Menard City Hall, P.O. Box 145, Menard, TX 76859. All Bids will be publicly opened and read aloud THURSDAY, DECEMBER 1, 2022 at 2:00 PM Local Time at 108 E. San Saba Ave, Menard, TX 76859.

Consideration for award of the Bid will be made at the City Council Meeting on December, 12, 2022, at City Hall, City of Menard.

Bids are invited upon the several items and quantities of materials as follows: BASE BID: Furnish and install 10-in water line, bore under river, tie-ins to existing water line, and related appurtenances.

Bid/Contract Documents, including Drawings and Technical Specifications, are on file at the office of the City of Menard and Burgess & Niple, Inc., 9601 Amberglen Blvd, Suite 275, Austin, Texas 78729, Phone No. 512306-9266. Copies of the Bid/ Contract Documents may be obtained for free from www.civcastusa. com. A bid bond in the amount of 5 percent (5%) of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the Owner or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

The project to be constructed will be financed with assistance from the Texas Department of Agriculture (TDA) under the U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the grant recipient’s Section 3 Policy is required for contracts and subcontracts in excess of $100,000.00.

All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Minority Business Enterprises, Small Business Enterprises, and Women Business Enterprises, and Historically Underutilized Business firms are encouraged to submit bids The Owner reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by Owner for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
